What the Pentagon can now do in secret.

George W. Bush’s reëlection was not his only victory last fall. The President and his national-security advisers have consolidated control over the military and intelligence communities’ strategic analyses and covert operations to a degree unmatched since the rise of the post-Second World War national-security state. Bush has an aggressive and ambitious agenda for using that control—against the mullahs in Iran and against targets in the ongoing war on terrorism—during his second term. The C.I.A. will continue to be downgraded, and the agency will increasingly serve, as one government consultant with close ties to the Pentagon put it, as “facilitators” of policy emanating from President Bush and Vice-President Dick Cheney. This process is well under way.

Despite the deteriorating security situation in Iraq, the Bush Administration has not reconsidered its basic long-range policy goal in the Middle East: the establishment of democracy throughout the region. Bush’s reëlection is regarded within the Administration as evidence of America’s support for his decision to go to war. It has reaffirmed the position of the neoconservatives in the Pentagon’s civilian leadership who advocated the invasion, including Paul Wolfowitz, the Deputy Secretary of Defense, and Douglas Feith, the Under-secretary for Policy. According to a former high-level intelligence official, Secretary of Defense Donald Rumsfeld met with the Joint Chiefs of Staff shortly after the election and told them, in essence, that the naysayers had been heard and the American people did not accept their message. Rumsfeld added that America was committed to staying in Iraq and that there would be no second-guessing.

“This is a war against terrorism, and Iraq is just one campaign. The Bush Administration is looking at this as a huge war zone,” the former high-level intelligence official told me. “Next, we’re going to have the Iranian campaign. We’ve declared war and the bad guys, wherever they are, are the enemy. This is the last hurrah—we’ve got four years, and want to come out of this saying we won the war on terrorism.”

Bush and Cheney may have set the policy, but it is Rumsfeld who has directed its implementation and has absorbed much of the public criticism when things went wrong—whether it was prisoner abuse in Abu Ghraib or lack of sufficient armor plating for G.I.s’ vehicles in Iraq. Both Democratic and Republican lawmakers have called for Rumsfeld’s dismissal, and he is not widely admired inside the military. Nonetheless, his reappointment as Defense Secretary was never in doubt.

Rumsfeld will become even more important during the second term. In interviews with past and present intelligence and military officials, I was told that the agenda had been determined before the Presidential election, and much of it would be Rumsfeld’s responsibility. The war on terrorism would be expanded, and effectively placed under the Pentagon’s control. The President has signed a series of findings and executive orders authorizing secret commando groups and other Special Forces units to conduct covert operations against suspected terrorist targets in as many as ten nations in the Middle East and South Asia.

The President’s decision enables Rumsfeld to run the operations off the books—free from legal restrictions imposed on the C.I.A. Under current law, all C.I.A. covert activities overseas must be authorized by a Presidential finding and reported to the Senate and House intelligence committees. (The laws were enacted after a series of scandals in the nineteen-seventies involving C.I.A. domestic spying and attempted assassinations of foreign leaders.) “The Pentagon doesn’t feel obligated to report any of this to Congress,” the former high-level intelligence official said. “They don’t even call it ‘covert ops’—it’s too close to the C.I.A. phrase. In their view, it’s ‘black reconnaissance.’ They’re not even going to tell the cincs”—the regional American military commanders-in-chief. (The Defense Department and the White House did not respond to requests for comment on this story.)

In my interviews, I was repeatedly told that the next strategic target was Iran. “Everyone is saying, ‘You can’t be serious about targeting Iran. Look at Iraq,’ ” the former intelligence official told me. “But they say, ‘We’ve got some lessons learned—not militarily, but how we did it politically. We’re not going to rely on agency pissants.’ No loose ends, and that’s why the C.I.A. is out of there.”


For more than a year, France, Germany, Britain, and other countries in the European Union have seen preventing Iran from getting a nuclear weapon as a race against time—and against the Bush Administration. They have been negotiating with the Iranian leadership to give up its nuclear-weapons ambitions in exchange for economic aid and trade benefits. Iran has agreed to temporarily halt its enrichment programs, which generate fuel for nuclear power plants but also could produce weapons-grade fissile material. (Iran claims that such facilities are legal under the Nuclear Non-Proliferation Treaty, or N.P.T., to which it is a signator, and that it has no intention of building a bomb.) But the goal of the current round of talks, which began in December in Brussels, is to persuade Tehran to go further, and dismantle its machinery. Iran insists, in return, that it needs to see some concrete benefits from the Europeans—oil-production technology, heavy-industrial equipment, and perhaps even permission to purchase a fleet of Airbuses. (Iran has been denied access to technology and many goods owing to sanctions.)

The Europeans have been urging the Bush Administration to join in these negotiations. The Administration has refused to do so. The civilian leadership in the Pentagon has argued that no diplomatic progress on the Iranian nuclear threat will take place unless there is a credible threat of military action. “The neocons say negotiations are a bad deal,” a senior official of the International Atomic Energy Agency (I.A.E.A.) told me. “And the only thing the Iranians understand is pressure. And that they also need to be whacked.”

The core problem is that Iran has successfully hidden the extent of its nuclear program, and its progress. Many Western intelligence agencies, including those of the United States, believe that Iran is at least three to five years away from a capability to independently produce nuclear warheads—although its work on a missile-delivery system is far more advanced. Iran is also widely believed by Western intelligence agencies and the I.A.E.A. to have serious technical problems with its weapons system, most notably in the production of the hexafluoride gas needed to fabricate nuclear warheads.

A retired senior C.I.A. official, one of many who left the agency recently, told me that he was familiar with the assessments, and confirmed that Iran is known to be having major difficulties in its weapons work. He also acknowledged that the agency’s timetable for a nuclear Iran matches the European estimates—assuming that Iran gets no outside help. “The big wild card for us is that you don’t know who is capable of filling in the missing parts for them,” the recently retired official said. “North Korea? Pakistan? We don’t know what parts are missing.”

One Western diplomat told me that the Europeans believed they were in what he called a “lose-lose position” as long as the United States refuses to get involved. “France, Germany, and the U.K. cannot succeed alone, and everybody knows it,” the diplomat said. “If the U.S. stays outside, we don’t have enough leverage, and our effort will collapse.” The alternative would be to go to the Security Council, but any resolution imposing sanctions would likely be vetoed by China or Russia, and then “the United Nations will be blamed and the Americans will say, ‘The only solution is to bomb.’ ”

A European Ambassador noted that President Bush is scheduled to visit Europe in February, and that there has been public talk from the White House about improving the President’s relationship with America’s E.U. allies. In that context, the Ambassador told me, “I’m puzzled by the fact that the United States is not helping us in our program. How can Washington maintain its stance without seriously taking into account the weapons issue?”

The Israeli government is, not surprisingly, skeptical of the European approach. Silvan Shalom, the Foreign Minister, said in an interview last week in Jerusalem,with another New Yorker journalist, “I don’t like what’s happening. We were encouraged at first when the Europeans got involved. For a long time, they thought it was just Israel’s problem. But then they saw that the [Iranian] missiles themselves were longer range and could reach all of Europe, and they became very concerned. Their attitude has been to use the carrot and the stick—but all we see so far is the carrot.” He added, “If they can’t comply, Israel cannot live with Iran having a nuclear bomb.”

In a recent essay, Patrick Clawson, an Iran expert who is the deputy director of the Washington Institute for Near East Policy (and a supporter of the Administration), articulated the view that force, or the threat of it, was a vital bargaining tool with Iran. Clawson wrote that if Europe wanted coöperation with the Bush Administration it “would do well to remind Iran that the military option remains on the table.” He added that the argument that the European negotiations hinged on Washington looked like “a preëmptive excuse for the likely breakdown of the E.U.-Iranian talks.” In a subsequent conversation with me, Clawson suggested that, if some kind of military action was inevitable, “it would be much more in Israel’s interest—and Washington’s—to take covert action. The style of this Administration is to use overwhelming force—‘shock and awe.’ But we get only one bite of the apple.”

There are many military and diplomatic experts who dispute the notion that military action, on whatever scale, is the right approach. Shahram Chubin, an Iranian scholar who is the director of research at the Geneva Centre for Security Policy, told me, “It’s a fantasy to think that there’s a good American or Israeli military option in Iran.” He went on, “The Israeli view is that this is an international problem. ‘You do it,’ they say to the West. ‘Otherwise, our Air Force will take care of it.’ ” In 1981, the Israeli Air Force destroyed Iraq’s Osirak reactor, setting its nuclear program back several years. But the situation now is both more complex and more dangerous, Chubin said. The Osirak bombing “drove the Iranian nuclear-weapons program underground, to hardened, dispersed sites,” he said. “You can’t be sure after an attack that you’ll get away with it. The U.S. and Israel would not be certain whether all the sites had been hit, or how quickly they’d be rebuilt. Meanwhile, they’d be waiting for an Iranian counter-attack that could be military or terrorist or diplomatic. Iran has long-range missiles and ties to Hezbollah, which has drones—you can’t begin to think of what they’d do in response.”

Chubin added that Iran could also renounce the Nuclear Non-Proliferation Treaty. “It’s better to have them cheating within the system,” he said. “Otherwise, as victims, Iran will walk away from the treaty and inspections while the rest of the world watches the N.P.T. unravel before their eyes.”


The Administration has been conducting secret reconnaissance missions inside Iran at least since last summer. Much of the focus is on the accumulation of intelligence and targeting information on Iranian nuclear, chemical, and missile sites, both declared and suspected. The goal is to identify and isolate three dozen, and perhaps more, such targets that could be destroyed by precision strikes and short-term commando raids. “The civilians in the Pentagon want to go into Iran and destroy as much of the military infrastructure as possible,” the government consultant with close ties to the Pentagon told me.

Some of the missions involve extraordinary coöperation. For example, the former high-level intelligence official told me that an American commando task force has been set up in South Asia and is now working closely with a group of Pakistani scientists and technicians who had dealt with Iranian counterparts. (In 2003, the I.A.E.A. disclosed that Iran had been secretly receiving nuclear technology from Pakistan for more than a decade, and had withheld that information from inspectors.) The American task force, aided by the information from Pakistan, has been penetrating eastern Iran from Afghanistan in a hunt for underground installations. The task-force members, or their locally recruited agents, secreted remote detection devices—known as sniffers—capable of sampling the atmosphere for radioactive emissions and other evidence of nuclear-enrichment programs.

Getting such evidence is a pressing concern for the Bush Administration. The former high-level intelligence official told me, “They don’t want to make any W.M.D. intelligence mistakes, as in Iraq. The Republicans can’t have two of those. There’s no education in the second kick of a mule.” The official added that the government of Pervez Musharraf, the Pakistani President, has won a high price for its coöperation—American assurance that Pakistan will not have to hand over A. Q. Khan, known as the father of Pakistan’s nuclear bomb, to the I.A.E.A. or to any other international authorities for questioning. For two decades, Khan has been linked to a vast consortium of nuclear-black-market activities. Last year, Musharraf professed to be shocked when Khan, in the face of overwhelming evidence, “confessed” to his activities. A few days later, Musharraf pardoned him, and so far he has refused to allow the I.A.E.A. or American intelligence to interview him. Khan is now said to be living under house arrest in a villa in Islamabad. “It’s a deal—a trade-off,” the former high-level intelligence official explained. “ ‘Tell us what you know about Iran and we will let your A. Q. Khan guys go.’ It’s the neoconservatives’ version of short-term gain at long-term cost. They want to prove that Bush is the anti-terrorism guy who can handle Iran and the nuclear threat, against the long-term goal of eliminating the black market for nuclear proliferation.”

The agreement comes at a time when Musharraf, according to a former high-level Pakistani diplomat, has authorized the expansion of Pakistan’s nuclear-weapons arsenal. “Pakistan still needs parts and supplies, and needs to buy them in the clandestine market,” the former diplomat said. “The U.S. has done nothing to stop it.”

There has also been close, and largely unacknowledged, coöperation with Israel. The government consultant with ties to the Pentagon said that the Defense Department civilians, under the leadership of Douglas Feith, have been working with Israeli planners and consultants to develop and refine potential nuclear, chemical-weapons, and missile targets inside Iran. (After Osirak, Iran situated many of its nuclear sites in remote areas of the east, in an attempt to keep them out of striking range of other countries, especially Israel. Distance no longer lends such protection, however: Israel has acquired three submarines capable of launching cruise missiles and has equipped some of its aircraft with additional fuel tanks, putting Israeli F-16I fighters within the range of most Iranian targets.)

“They believe that about three-quarters of the potential targets can be destroyed from the air, and a quarter are too close to population centers, or buried too deep, to be targeted,” the consultant said. Inevitably, he added, some suspicious sites need to be checked out by American or Israeli commando teams—in on-the-ground surveillance—before being targeted.

The Pentagon’s contingency plans for a broader invasion of Iran are also being updated. Strategists at the headquarters of the U.S. Central Command, in Tampa, Florida, have been asked to revise the military’s war plan, providing for a maximum ground and air invasion of Iran. Updating the plan makes sense, whether or not the Administration intends to act, because the geopolitics of the region have changed dramatically in the last three years. Previously, an American invasion force would have had to enter Iran by sea, by way of the Persian Gulf or the Gulf of Oman; now troops could move in on the ground, from Afghanistan or Iraq. Commando units and other assets could be introduced through new bases in the Central Asian republics.

It is possible that some of the American officials who talk about the need to eliminate Iran’s nuclear infrastructure are doing so as part of a propaganda campaign aimed at pressuring Iran to give up its weapons planning. If so, the signals are not always clear. President Bush, who after 9/11 famously depicted Iran as a member of the “axis of evil,” is now publicly emphasizing the need for diplomacy to run its course. “We don’t have much leverage with the Iranians right now,” the President said at a news conference late last year. “Diplomacy must be the first choice, and always the first choice of an administration trying to solve an issue of . . . nuclear armament. And we’ll continue to press on diplomacy.”

In my interviews over the past two months, I was given a much harsher view. The hawks in the Administration believe that it will soon become clear that the Europeans’ negotiated approach cannot succeed, and that at that time the Administration will act. “We’re not dealing with a set of National Security Council option papers here,” the former high-level intelligence official told me. “They’ve already passed that wicket. It’s not if we’re going to do anything against Iran. They’re doing it.”

The immediate goals of the attacks would be to destroy, or at least temporarily derail, Iran’s ability to go nuclear. But there are other, equally purposeful, motives at work. The government consultant told me that the hawks in the Pentagon, in private discussions, have been urging a limited attack on Iran because they believe it could lead to a toppling of the religious leadership. “Within the soul of Iran there is a struggle between secular nationalists and reformers, on the one hand, and, on the other hand, the fundamentalist Islamic movement,” the consultant told me. “The minute the aura of invincibility which the mullahs enjoy is shattered, and with it the ability to hoodwink the West, the Iranian regime will collapse” —like the former Communist regimes in Romania, East Germany, and the Soviet Union. Rumsfeld and Wolfowitz share that belief, he said.

“The idea that an American attack on Iran’s nuclear facilities would produce a popular uprising is extremely illinformed,” said Flynt Leverett, a Middle East scholar who worked on the National Security Council in the Bush Administration. “You have to understand that the nuclear ambition in Iran is supported across the political spectrum, and Iranians will perceive attacks on these sites as attacks on their ambitions to be a major regional player and a modern nation that’s technologically sophisticated.” Leverett, who is now a senior fellow at the Saban Center for Middle East Policy, at the Brookings Institution, warned that an American attack, if it takes place, “will produce an Iranian backlash against the United States and a rallying around the regime.”


Rumsfeld planned and lobbied for more than two years before getting Presidential authority, in a series of findings and executive orders, to use military commandos for covert operations. One of his first steps was bureaucratic: to shift control of an undercover unit, known then as the Gray Fox (it has recently been given a new code name), from the Army to the Special Operations Command (socom), in Tampa. Gray Fox was formally assigned to socom in July, 2002, at the instigation of Rumsfeld’s office, which meant that the undercover unit would have a single commander for administration and operational deployment. Then, last fall, Rumsfeld’s ability to deploy the commandos expanded. According to a Pentagon consultant, an Execute Order on the Global War on Terrorism (referred to throughout the government as gwot) was issued at Rumsfeld’s direction. The order specifically authorized the military “to find and finish” terrorist targets, the consultant said. It included a target list that cited Al Qaeda network members, Al Qaeda senior leadership, and other high-value targets. The consultant said that the order had been cleared throughout the national-security bureaucracy in Washington.

In late November, 2004, the Times reported that Bush had set up an interagency group to study whether it “would best serve the nation” to give the Pentagon complete control over the C.I.A.’s own élite paramilitary unit, which has operated covertly in trouble spots around the world for decades. The panel’s conclusions, due in February, are foregone, in the view of many former C.I.A. officers. “It seems like it’s going to happen,” Howard Hart, who was chief of the C.I.A.’s Paramilitary Operations Division before retiring in 1991, told me.

There was other evidence of Pentagon encroachment. Two former C.I.A. clandestine officers, Vince Cannistraro and Philip Giraldi, who publish Intelligence Brief, a newsletter for their business clients, reported last month on the existence of a broad counter-terrorism Presidential finding that permitted the Pentagon “to operate unilaterally in a number of countries where there is a perception of a clear and evident terrorist threat. . . . A number of the countries are friendly to the U.S. and are major trading partners. Most have been cooperating in the war on terrorism.” The two former officers listed some of the countries—Algeria, Sudan, Yemen, Syria, and Malaysia. (I was subsequently told by the former high-level intelligence official that Tunisia is also on the list.)

Giraldi, who served three years in military intelligence before joining the C.I.A., said that he was troubled by the military’s expanded covert assignment. “I don’t think they can handle the cover,” he told me. “They’ve got to have a different mind-set. They’ve got to handle new roles and get into foreign cultures and learn how other people think. If you’re going into a village and shooting people, it doesn’t matter,” Giraldi added. “But if you’re running operations that involve finesse and sensitivity, the military can’t do it. Which is why these kind of operations were always run out of the agency.” I was told that many Special Operations officers also have serious misgivings.

Rumsfeld and two of his key deputies, Stephen Cambone, the Under-secretary of Defense for Intelligence, and Army Lieutenant General William G. (Jerry) Boykin, will be part of the chain of command for the new commando operations. Relevant members of the House and Senate intelligence committees have been briefed on the Defense Department’s expanded role in covert affairs, a Pentagon adviser assured me, but he did not know how extensive the briefings had been.

“I’m conflicted about the idea of operating without congressional oversight,” the Pentagon adviser said. “But I’ve been told that there will be oversight down to the specific operation.” A second Pentagon adviser agreed, with a significant caveat. “There are reporting requirements,” he said. “But to execute the finding we don’t have to go back and say, ‘We’re going here and there.’ No nitty-gritty detail and no micromanagement.”

The legal questions about the Pentagon’s right to conduct covert operations without informing Congress have not been resolved. “It’s a very, very gray area,” said Jeffrey H. Smith, a West Point graduate who served as the C.I.A.’s general counsel in the mid-nineteen-nineties. “Congress believes it voted to include all such covert activities carried out by the armed forces. The military says, ‘No, the things we’re doing are not intelligence actions under the statute but necessary military steps authorized by the President, as Commander-in-Chief, to “prepare the battlefield.” ’ ” Referring to his days at the C.I.A., Smith added, “We were always careful not to use the armed forces in a covert action without a Presidential finding. The Bush Administration has taken a much more aggressive stance.”

In his conversation with me, Smith emphasized that he was unaware of the military’s current plans for expanding covert action. But he said, “Congress has always worried that the Pentagon is going to get us involved in some military misadventure that nobody knows about.”

Under Rumsfeld’s new approach, I was told, U.S. military operatives would be permitted to pose abroad as corrupt foreign businessmen seeking to buy contraband items that could be used in nuclear-weapons systems. In some cases, according to the Pentagon advisers, local citizens could be recruited and asked to join up with guerrillas or terrorists. This could potentially involve organizing and carrying out combat operations, or even terrorist activities. Some operations will likely take place in nations in which there is an American diplomatic mission, with an Ambassador and a C.I.A. station chief, the Pentagon consultant said. The Ambassador and the station chief would not necessarily have a need to know, under the Pentagon’s current interpretation of its reporting requirement.

The new rules will enable the Special Forces community to set up what it calls “action teams” in the target countries overseas which can be used to find and eliminate terrorist organizations. “Do you remember the right-wing execution squads in El Salvador?” the former high-level intelligence official asked me, referring to the military-led gangs that committed atrocities in the early nineteen-eighties. “We founded them and we financed them,” he said. “The objective now is to recruit locals in any area we want. And we aren’t going to tell Congress about it.” A former military officer, who has knowledge of the Pentagon’s commando capabilities, said, “We’re going to be riding with the bad boys.”

One of the rationales for such tactics was spelled out in a series of articles by John Arquilla, a professor of defense analysis at the Naval Postgraduate School, in Monterey, California, and a consultant on terrorism for the rand corporation. “It takes a network to fight a network,” Arquilla wrote in a recent article in the San Francisco Chronicle:

When conventional military operations and bombing failed to defeat the Mau Mau insurgency in Kenya in the 1950s, the British formed teams of friendly Kikuyu tribesmen who went about pretending to be terrorists. These “pseudo gangs,” as they were called, swiftly threw the Mau Mau on the defensive, either by befriending and then ambushing bands of fighters or by guiding bombers to the terrorists’ camps. What worked in Kenya a half-century ago has a wonderful chance of undermining trust and recruitment among today’s terror networks. Forming new pseudo gangs should not be difficult.

“If a confused young man from Marin County can join up with Al Qaeda,” Arquilla wrote, referring to John Walker Lindh, the twenty-year-old Californian who was seized in Afghanistan, “think what professional operatives might do.”

A few pilot covert operations were conducted last year, one Pentagon adviser told me, and a terrorist cell in Algeria was “rolled up” with American help. The adviser was referring, apparently, to the capture of Ammari Saifi, known as Abderrezak le Para, the head of a North African terrorist network affiliated with Al Qaeda. But at the end of the year there was no agreement within the Defense Department about the rules of engagement. “The issue is approval for the final authority,” the former high-level intelligence official said. “Who gets to say ‘Get this’ or ‘Do this’?”

A retired four-star general said, “The basic concept has always been solid, but how do you insure that the people doing it operate within the concept of the law? This is pushing the edge of the envelope.” The general added, “It’s the oversight. And you’re not going to get Warner”—John Warner, of Virginia, the chairman of the Senate Armed Services Committee—“and those guys to exercise oversight. This whole thing goes to the Fourth Deck.” He was referring to the floor in the Pentagon where Rumsfeld and Cambone have their offices.

“It’s a finesse to give power to Rumsfeld—giving him the right to act swiftly, decisively, and lethally,” the first Pentagon adviser told me. “It’s a global free-fire zone.”


The Pentagon has tried to work around the limits on covert activities before. In the early nineteen-eighties, a covert Army unit was set up and authorized to operate overseas with minimal oversight. The results were disastrous. The Special Operations program was initially known as Intelligence Support Activity, or I.S.A., and was administered from a base near Washington (as was, later, Gray Fox). It was established soon after the failed rescue, in April, 1980, of the American hostages in Iran, who were being held by revolutionary students after the Islamic overthrow of the Shah’s regime. At first, the unit was kept secret from many of the senior generals and civilian leaders in the Pentagon, as well as from many members of Congress. It was eventually deployed in the Reagan Administration’s war against the Sandinista government, in Nicaragua. It was heavily committed to supporting the Contras. By the mid-eighties, however, the I.S.A.’s operations had been curtailed, and several of its senior officers were courtmartialled following a series of financial scandals, some involving arms deals. The affair was known as “the Yellow Fruit scandal,” after the code name given to one of the I.S.A.’s cover organizations—and in many ways the group’s procedures laid the groundwork for the Iran-Contra scandal.

Despite the controversy surrounding Yellow Fruit, the I.S.A. was kept intact as an undercover unit by the Army. “But we put so many restrictions on it,” the second Pentagon adviser said. “In I.S.A., if you wanted to travel fifty miles you had to get a special order. And there were certain areas, such as Lebanon, where they could not go.” The adviser acknowledged that the current operations are similar to those two decades earlier, with similar risks—and, as he saw it, similar reasons for taking the risks. “What drove them then, in terms of Yellow Fruit, was that they had no intelligence on Iran,” the adviser told me. “They had no knowledge of Tehran and no people on the ground who could prepare the battle space.”

Rumsfeld’s decision to revive this approach stemmed, once again, from a failure of intelligence in the Middle East, the adviser said. The Administration believed that the C.I.A. was unable, or unwilling, to provide the military with the information it needed to effectively challenge stateless terrorism. “One of the big challenges was that we didn’t have Humint”—human intelligence—“collection capabilities in areas where terrorists existed,” the adviser told me. “Because the C.I.A. claimed to have such a hold on Humint, the way to get around them, rather than take them on, was to claim that the agency didn’t do Humint to support Special Forces operations overseas. The C.I.A. fought it.” Referring to Rumsfeld’s new authority for covert operations, the first Pentagon adviser told me, “It’s not empowering military intelligence. It’s emasculating the C.I.A.”

A former senior C.I.A. officer depicted the agency’s eclipse as predictable. “For years, the agency bent over backward to integrate and coördinate with the Pentagon,” the former officer said. “We just caved and caved and got what we deserved. It is a fact of life today that the Pentagon is a five-hundred-pound gorilla and the C.I.A. director is a chimpanzee.”

There was pressure from the White House, too. A former C.I.A. clandestine-services officer told me that, in the months after the resignation of the agency’s director George Tenet, in June, 2004, the White House began “coming down critically” on analysts in the C.I.A.’s Directorate of Intelligence (D.I.) and demanded “to see more support for the Administration’s political position.” Porter Goss, Tenet’s successor, engaged in what the recently retired C.I.A. official described as a “political purge” in the D.I. Among the targets were a few senior analysts who were known to write dissenting papers that had been forwarded to the White House. The recently retired C.I.A. official said, “The White House carefully reviewed the political analyses of the D.I. so they could sort out the apostates from the true believers.” Some senior analysts in the D.I. have turned in their resignations—quietly, and without revealing the extent of the disarray.


The White House solidified its control over intelligence last month, when it forced last-minute changes in the intelligence-reform bill. The legislation, based substantially on recommendations of the 9/11 Commission, originally gave broad powers, including authority over intelligence spending, to a new national-intelligence director. (The Pentagon controls roughly eighty per cent of the intelligence budget.) A reform bill passed in the Senate by a vote of 96-2. Before the House voted, however, Bush, Cheney, and Rumsfeld balked. The White House publicly supported the legislation, but House Speaker Dennis Hastert refused to bring a House version of the bill to the floor for a vote—ostensibly in defiance of the President, though it was widely understood in Congress that Hastert had been delegated to stall the bill. After intense White House and Pentagon lobbying, the legislation was rewritten. The bill that Congress approved sharply reduced the new director’s power, in the name of permitting the Secretary of Defense to maintain his “statutory responsibilities.” Fred Kaplan, in the online magazine Slate, described the real issues behind Hastert’s action, quoting a congressional aide who expressed amazement as White House lobbyists bashed the Senate bill and came up “with all sorts of ludicrous reasons why it was unacceptable.”

“Rummy’s plan was to get a compromise in the bill in which the Pentagon keeps its marbles and the C.I.A. loses theirs,” the former high-level intelligence official told me. “Then all the pieces of the puzzle fall in place. He gets authority for covert action that is not attributable, the ability to directly task national-intelligence assets”—including the many intelligence satellites that constantly orbit the world.

“Rumsfeld will no longer have to refer anything through the government’s intelligence wringer,” the former official went on. “The intelligence system was designed to put competing agencies in competition. What’s missing will be the dynamic tension that insures everyone’s priorities—in the C.I.A., the D.O.D., the F.B.I., and even the Department of Homeland Security—are discussed. The most insidious implication of the new system is that Rumsfeld no longer has to tell people what he’s doing so they can ask, ‘Why are you doing this?’ or ‘What are your priorities?’ Now he can keep all of the mattress mice out of it.”

In the era of Saddam Hussein, Abu Ghraib, twenty miles west of Baghdad, was one of the world’s most notorious prisons, with torture, weekly executions, and vile living conditions. As many as fifty thousand men and women—no accurate count is possible—were jammed into Abu Ghraib at one time, in twelve-by-twelve-foot cells that were little more than human holding pits.

In the looting that followed the regime’s collapse, last April, the huge prison complex, by then deserted, was stripped of everything that could be removed, including doors, windows, and bricks. The coalition authorities had the floors tiled, cells cleaned and repaired, and toilets, showers, and a new medical center added. Abu Ghraib was now a U.S. military prison. Most of the prisoners, however—by the fall there were several thousand, including women and teen-agers—were civilians, many of whom had been picked up in random military sweeps and at highway checkpoints. They fell into three loosely defined categories: common criminals; security detainees suspected of “crimes against the coalition”; and a small number of suspected “high-value” leaders of the insurgency against the coalition forces.

Last June, Janis Karpinski, an Army reserve brigadier general, was named commander of the 800th Military Police Brigade and put in charge of military prisons in Iraq. General Karpinski, the only female commander in the war zone, was an experienced operations and intelligence officer who had served with the Special Forces and in the 1991 Gulf War, but she had never run a prison system. Now she was in charge of three large jails, eight battalions, and thirty-four hundred Army reservists, most of whom, like her, had no training in handling prisoners.

General Karpinski, who had wanted to be a soldier since she was five, is a business consultant in civilian life, and was enthusiastic about her new job. In an interview last December with the St. Petersburg Times, she said that, for many of the Iraqi inmates at Abu Ghraib, “living conditions now are better in prison than at home. At one point we were concerned that they wouldn’t want to leave.”

A month later, General Karpinski was formally admonished and quietly suspended, and a major investigation into the Army’s prison system, authorized by Lieutenant General Ricardo S. Sanchez, the senior commander in Iraq, was under way. A fifty-three-page report, obtained by The New Yorker, written by Major General Antonio M. Taguba and not meant for public release, was completed in late February. Its conclusions about the institutional failures of the Army prison system were devastating. Specifically, Taguba found that between October and December of 2003 there were numerous instances of “sadistic, blatant, and wanton criminal abuses” at Abu Ghraib. This systematic and illegal abuse of detainees, Taguba reported, was perpetrated by soldiers of the 372nd Military Police Company, and also by members of the American intelligence community. (The 372nd was attached to the 320th M.P. Battalion, which reported to Karpinski’s brigade headquarters.) Taguba’s report listed some of the wrongdoing:

Breaking chemical lights and pouring the phosphoric liquid on detainees; pouring cold water on naked detainees; beating detainees with a broom handle and a chair; threatening male detainees with rape; allowing a military police guard to stitch the wound of a detainee who was injured after being slammed against the wall in his cell; sodomizing a detainee with a chemical light and perhaps a broom stick, and using military working dogs to frighten and intimidate detainees with threats of attack, and in one instance actually biting a detainee.

There was stunning evidence to support the allegations, Taguba added—“detailed witness statements and the discovery of extremely graphic photographic evidence.” Photographs and videos taken by the soldiers as the abuses were happening were not included in his report, Taguba said, because of their “extremely sensitive nature.”

The photographs—several of which were broadcast on CBS’s “60 Minutes 2” last week—show leering G.I.s taunting naked Iraqi prisoners who are forced to assume humiliating poses. Six suspects—Staff Sergeant Ivan L. Frederick II, known as Chip, who was the senior enlisted man; Specialist Charles A. Graner; Sergeant Javal Davis; Specialist Megan Ambuhl; Specialist Sabrina Harman; and Private Jeremy Sivits—are now facing prosecution in Iraq, on charges that include conspiracy, dereliction of duty, cruelty toward prisoners, maltreatment, assault, and indecent acts. A seventh suspect, Private Lynndie England, was reassigned to Fort Bragg, North Carolina, after becoming pregnant.

The photographs tell it all. In one, Private England, a cigarette dangling from her mouth, is giving a jaunty thumbs-up sign and pointing at the genitals of a young Iraqi, who is naked except for a sandbag over his head, as he masturbates. Three other hooded and naked Iraqi prisoners are shown, hands reflexively crossed over their genitals. A fifth prisoner has his hands at his sides. In another, England stands arm in arm with Specialist Graner; both are grinning and giving the thumbs-up behind a cluster of perhaps seven naked Iraqis, knees bent, piled clumsily on top of each other in a pyramid. There is another photograph of a cluster of naked prisoners, again piled in a pyramid. Near them stands Graner, smiling, his arms crossed; a woman soldier stands in front of him, bending over, and she, too, is smiling. Then, there is another cluster of hooded bodies, with a female soldier standing in front, taking photographs. Yet another photograph shows a kneeling, naked, unhooded male prisoner, head momentarily turned away from the camera, posed to make it appear that he is performing oral sex on another male prisoner, who is naked and hooded.

Such dehumanization is unacceptable in any culture, but it is especially so in the Arab world. Homosexual acts are against Islamic law and it is humiliating for men to be naked in front of other men, Bernard Haykel, a professor of Middle Eastern studies at New York University, explained. “Being put on top of each other and forced to masturbate, being naked in front of each other—it’s all a form of torture,” Haykel said.

Two Iraqi faces that do appear in the photographs are those of dead men. There is the battered face of prisoner No. 153399, and the bloodied body of another prisoner, wrapped in cellophane and packed in ice. There is a photograph of an empty room, splattered with blood.

The 372nd’s abuse of prisoners seemed almost routine—a fact of Army life that the soldiers felt no need to hide. On April 9th, at an Article 32 hearing (the military equivalent of a grand jury) in the case against Sergeant Frederick, at Camp Victory, near Baghdad, one of the witnesses, Specialist Matthew Wisdom, an M.P., told the courtroom what happened when he and other soldiers delivered seven prisoners, hooded and bound, to the so-called “hard site” at Abu Ghraib—seven tiers of cells where the inmates who were considered the most dangerous were housed. The men had been accused of starting a riot in another section of the prison. Wisdom said:

SFC Snider grabbed my prisoner and threw him into a pile. . . . I do not think it was right to put them in a pile. I saw SSG Frederic, SGT Davis and CPL Graner walking around the pile hitting the prisoners. I remember SSG Frederick hitting one prisoner in the side of its [sic] ribcage. The prisoner was no danger to SSG Frederick. . . . I left after that.

When he returned later, Wisdom testified:

I saw two naked detainees, one masturbating to another kneeling with its mouth open. I thought I should just get out of there. I didn’t think it was right . . . I saw SSG Frederick walking towards me, and he said, “Look what these animals do when you leave them alone for two seconds.” I heard PFC England shout out, “He’s getting hard.”

Wisdom testified that he told his superiors what had happened, and assumed that “the issue was taken care of.” He said, “I just didn’t want to be part of anything that looked criminal.”


The abuses became public because of the outrage of Specialist Joseph M. Darby, an M.P. whose role emerged during the Article 32 hearing against Chip Frederick. A government witness, Special Agent Scott Bobeck, who is a member of the Army’s Criminal Investigation Division, or C.I.D., told the court, according to an abridged transcript made available to me, “The investigation started after SPC Darby . . . got a CD from CPL Graner. . . . He came across pictures of naked detainees.” Bobeck said that Darby had “initially put an anonymous letter under our door, then he later came forward and gave a sworn statement. He felt very bad about it and thought it was very wrong.”

Questioned further, the Army investigator said that Frederick and his colleagues had not been given any “training guidelines” that he was aware of. The M.P.s in the 372nd had been assigned to routine traffic and police duties upon their arrival in Iraq, in the spring of 2003. In October of 2003, the 372nd was ordered to prison-guard duty at Abu Ghraib. Frederick, at thirty-seven, was far older than his colleagues, and was a natural leader; he had also worked for six years as a guard for the Virginia Department of Corrections. Bobeck explained:

What I got is that SSG Frederick and CPL Graner were road M.P.s and were put in charge because they were civilian prison guards and had knowledge of how things were supposed to be run.

Bobeck also testified that witnesses had said that Frederick, on one occasion, “had punched a detainee in the chest so hard that the detainee almost went into cardiac arrest.”

At the Article 32 hearing, the Army informed Frederick and his attorneys, Captain Robert Shuck, an Army lawyer, and Gary Myers, a civilian, that two dozen witnesses they had sought, including General Karpinski and all of Frederick’s co-defendants, would not appear. Some had been excused after exercising their Fifth Amendment right; others were deemed to be too far away from the courtroom. “The purpose of an Article 32 hearing is for us to engage witnesses and discover facts,” Gary Myers told me. “We ended up with a c.i.d. agent and no alleged victims to examine.” After the hearing, the presiding investigative officer ruled that there was sufficient evidence to convene a court-martial against Frederick.

Myers, who was one of the military defense attorneys in the My Lai prosecutions of the nineteen-seventies, told me that his client’s defense will be that he was carrying out the orders of his superiors and, in particular, the directions of military intelligence. He said, “Do you really think a group of kids from rural Virginia decided to do this on their own? Decided that the best way to embarrass Arabs and make them talk was to have them walk around nude?”

In letters and e-mails to family members, Frederick repeatedly noted that the military-intelligence teams, which included C.I.A. officers and linguists and interrogation specialists from private defense contractors, were the dominant force inside Abu Ghraib. In a letter written in January, he said:

I questioned some of the things that I saw . . . such things as leaving inmates in their cell with no clothes or in female underpants, handcuffing them to the door of their cell—and the answer I got was, “This is how military intelligence (MI) wants it done.” . . . . MI has also instructed us to place a prisoner in an isolation cell with little or no clothes, no toilet or running water, no ventilation or window, for as much as three days.

The military-intelligence officers have “encouraged and told us, ‘Great job,’ they were now getting positive results and information,” Frederick wrote. “CID has been present when the military working dogs were used to intimidate prisoners at MI’s request.” At one point, Frederick told his family, he pulled aside his superior officer, Lieutenant Colonel Jerry Phillabaum, the commander of the 320th M.P. Battalion, and asked about the mistreatment of prisoners. “His reply was ‘Don’t worry about it.’ ”

In November, Frederick wrote, an Iraqi prisoner under the control of what the Abu Ghraib guards called “O.G.A.,” or other government agencies—that is, the C.I.A. and its paramilitary employees—was brought to his unit for questioning. “They stressed him out so bad that the man passed away. They put his body in a body bag and packed him in ice for approximately twenty-four hours in the shower. . . . The next day the medics came and put his body on a stretcher, placed a fake IV in his arm and took him away.” The dead Iraqi was never entered into the prison’s inmate-control system, Frederick recounted, “and therefore never had a number.”


Frederick’s defense is, of course, highly self-serving. But the complaints in his letters and e-mails home were reinforced by two internal Army reports—Taguba’s and one by the Army’s chief law-enforcement officer, Provost Marshal Donald Ryder, a major general.

Last fall, General Sanchez ordered Ryder to review the prison system in Iraq and recommend ways to improve it. Ryder’s report, filed on November 5th, concluded that there were potential human-rights, training, and manpower issues, system-wide, that needed immediate attention. It also discussed serious concerns about the tension between the missions of the military police assigned to guard the prisoners and the intelligence teams who wanted to interrogate them. Army regulations limit intelligence activity by the M.P.s to passive collection. But something had gone wrong at Abu Ghraib.

There was evidence dating back to the Afghanistan war, the Ryder report said, that M.P.s had worked with intelligence operatives to “set favorable conditions for subsequent interviews”—a euphemism for breaking the will of prisoners. “Such actions generally run counter to the smooth operation of a detention facility, attempting to maintain its population in a compliant and docile state.” General Karpinski’s brigade, Ryder reported, “has not been directed to change its facility procedures to set the conditions for MI interrogations, nor participate in those interrogations.” Ryder called for the establishment of procedures to “define the role of military police soldiers . . .clearly separating the actions of the guards from those of the military intelligence personnel.” The officers running the war in Iraq were put on notice.

Ryder undercut his warning, however, by concluding that the situation had not yet reached a crisis point. Though some procedures were flawed, he said, he found “no military police units purposely applying inappropriate confinement practices.” His investigation was at best a failure and at worst a coverup.

Taguba, in his report, was polite but direct in refuting his fellow-general. “Unfortunately, many of the systemic problems that surfaced during [Ryder’s] assessment are the very same issues that are the subject of this investigation,” he wrote. “In fact, many of the abuses suffered by detainees occurred during, or near to, the time of that assessment.” The report continued, “Contrary to the findings of MG Ryder’s report, I find that personnel assigned to the 372nd MP Company, 800th MP Brigade were directed to change facility procedures to ‘set the conditions’ for MI interrogations.” Army intelligence officers, C.I.A. agents, and private contractors “actively requested that MP guards set physical and mental conditions for favorable interrogation of witnesses.”

Taguba backed up his assertion by citing evidence from sworn statements to Army C.I.D. investigators. Specialist Sabrina Harman, one of the accused M.P.s, testified that it was her job to keep detainees awake, including one hooded prisoner who was placed on a box with wires attached to his fingers, toes, and penis. She stated, “MI wanted to get them to talk. It is Graner and Frederick’s job to do things for MI and OGA to get these people to talk.”

Another witness, Sergeant Javal Davis, who is also one of the accused, told C.I.D. investigators, “I witnessed prisoners in the MI hold section . . . being made to do various things that I would question morally. . . . We were told that they had different rules.” Taguba wrote, “Davis also stated that he had heard MI insinuate to the guards to abuse the inmates. When asked what MI said he stated: ‘Loosen this guy up for us.’ ‘Make sure he has a bad night.’ ‘Make sure he gets the treatment.’ ” Military intelligence made these comments to Graner and Frederick, Davis said. “The MI staffs to my understanding have been giving Graner compliments . . . statements like, ‘Good job, they’re breaking down real fast. They answer every question. They’re giving out good information.’ ”

When asked why he did not inform his chain of command about the abuse, Sergeant Davis answered, “Because I assumed that if they were doing things out of the ordinary or outside the guidelines, someone would have said something. Also the wing”—where the abuse took place—“belongs to MI and it appeared MI personnel approved of the abuse.”

Another witness, Specialist Jason Kennel, who was not accused of wrongdoing, said, “I saw them nude, but MI would tell us to take away their mattresses, sheets, and clothes.” (It was his view, he added, that if M.I. wanted him to do this “they needed to give me paperwork.”) Taguba also cited an interview with Adel L. Nakhla, a translator who was an employee of Titan, a civilian contractor. He told of one night when a “bunch of people from MI” watched as a group of handcuffed and shackled inmates were subjected to abuse by Graner and Frederick.

General Taguba saved his harshest words for the military-intelligence officers and private contractors. He recommended that Colonel Thomas Pappas, the commander of one of the M.I. brigades, be reprimanded and receive non-judicial punishment, and that Lieutenant Colonel Steven Jordan, the former director of the Joint Interrogation and Debriefing Center, be relieved of duty and reprimanded. He further urged that a civilian contractor, Steven Stephanowicz, of CACI International, be fired from his Army job, reprimanded, and denied his security clearances for lying to the investigating team and allowing or ordering military policemen “who were not trained in interrogation techniques to facilitate interrogations by ‘setting conditions’ which were neither authorized” nor in accordance with Army regulations. “He clearly knew his instructions equated to physical abuse,” Taguba wrote. He also recommended disciplinary action against a second CACI employee, John Israel. (A spokeswoman for CACI said that the company had “received no formal communication” from the Army about the matter.)

“I suspect,” Taguba concluded, that Pappas, Jordan, Stephanowicz, and Israel “were either directly or indirectly responsible for the abuse at Abu Ghraib,” and strongly recommended immediate disciplinary action.


The problems inside the Army prison system in Iraq were not hidden from senior commanders. During Karpinski’s seven-month tour of duty, Taguba noted, there were at least a dozen officially reported incidents involving escapes, attempted escapes, and other serious security issues that were investigated by officers of the 800th M.P. Brigade. Some of the incidents had led to the killing or wounding of inmates and M.P.s, and resulted in a series of “lessons learned” inquiries within the brigade. Karpinski invariably approved the reports and signed orders calling for changes in day-to-day procedures. But Taguba found that she did not follow up, doing nothing to insure that the orders were carried out. Had she done so, he added, “cases of abuse may have been prevented.”

General Taguba further found that Abu Ghraib was filled beyond capacity, and that the M.P. guard force was significantly undermanned and short of resources. “This imbalance has contributed to the poor living conditions, escapes, and accountability lapses,” he wrote. There were gross differences, Taguba said, between the actual number of prisoners on hand and the number officially recorded. A lack of proper screening also meant that many innocent Iraqis were wrongly being detained—indefinitely, it seemed, in some cases. The Taguba study noted that more than sixty per cent of the civilian inmates at Abu Ghraib were deemed not to be a threat to society, which should have enabled them to be released. Karpinski’s defense, Taguba said, was that her superior officers “routinely” rejected her recommendations regarding the release of such prisoners.

Karpinski was rarely seen at the prisons she was supposed to be running, Taguba wrote. He also found a wide range of administrative problems, including some that he considered “without precedent in my military career.” The soldiers, he added, were “poorly prepared and untrained . . . prior to deployment, at the mobilization site, upon arrival in theater, and throughout the mission.”

General Taguba spent more than four hours interviewing Karpinski, whom he described as extremely emotional: “What I found particularly disturbing in her testimony was her complete unwillingness to either understand or accept that many of the problems inherent in the 800th MP Brigade were caused or exacerbated by poor leadership and the refusal of her command to both establish and enforce basic standards and principles among its soldiers.”

Taguba recommended that Karpinski and seven brigade military-police officers and enlisted men be relieved of command and formally reprimanded. No criminal proceedings were suggested for Karpinski; apparently, the loss of promotion and the indignity of a public rebuke were seen as enough punishment.


After the story broke on CBS last week, the Pentagon announced that Major General Geoffrey Miller, the new head of the Iraqi prison system, had arrived in Baghdad and was on the job. He had been the commander of the Guantánamo Bay detention center. General Sanchez also authorized an investigation into possible wrongdoing by military and civilian interrogators.

As the international furor grew, senior military officers, and President Bush, insisted that the actions of a few did not reflect the conduct of the military as a whole. Taguba’s report, however, amounts to an unsparing study of collective wrongdoing and the failure of Army leadership at the highest levels. The picture he draws of Abu Ghraib is one in which Army regulations and the Geneva conventions were routinely violated, and in which much of the day-to-day management of the prisoners was abdicated to Army military-intelligence units and civilian contract employees. Interrogating prisoners and getting intelligence, including by intimidation and torture, was the priority.

The mistreatment at Abu Ghraib may have done little to further American intelligence, however. Willie J. Rowell, who served for thirty-six years as a C.I.D. agent, told me that the use of force or humiliation with prisoners is invariably counterproductive. “They’ll tell you what you want to hear, truth or no truth,” Rowell said. “ ‘You can flog me until I tell you what I know you want me to say.’ You don’t get righteous information.”

Under the fourth Geneva convention, an occupying power can jail civilians who pose an “imperative” security threat, but it must establish a regular procedure for insuring that only civilians who remain a genuine security threat be kept imprisoned. Prisoners have the right to appeal any internment decision and have their cases reviewed. Human Rights Watch complained to Secretary of Defense Donald Rumsfeld that civilians in Iraq remained in custody month after month with no charges brought against them. Abu Ghraib had become, in effect, another Guantánamo.

As the photographs from Abu Ghraib make clear, these detentions have had enormous consequences: for the imprisoned civilian Iraqis, many of whom had nothing to do with the growing insurgency; for the integrity of the Army; and for the United States’ reputation in the world.

Captain Robert Shuck, Frederick’s military attorney, closed his defense at the Article 32 hearing last month by saying that the Army was “attempting to have these six soldiers atone for its sins.” Similarly, Gary Myers, Frederick’s civilian attorney, told me that he would argue at the court-martial that culpability in the case extended far beyond his client. “I’m going to drag every involved intelligence officer and civilian contractor I can find into court,” he said. “Do you really believe the Army relieved a general officer because of six soldiers? Not a chance.”

Aji dan Ipul mendapatkan uang dengan bekerja sebagai penyemir sepatu dan pemulung. Dunia kalangan bawah memang tak mengenal usia. Tak beda dengan orang dewasa seperti pedagang kaki lima dan asongan, Aji dan Ipul juga mengalami dipalak, membayar upeti untuk preman, dan menerima bentakan dari petugas keamanan.

Pengalaman dua anak seperti dituturkan dalam Rumah Kardus itu memberikan alternatif tontonan di tengah banyaknya judul sinetron remaja. Sebagai sebuah tontonan alternatif, "semestinya" Rumah Kardus bisa menyedot pemirsa yang diasumsikan mulai jenuh dengan sinetron remaja. Namun, kalau dilihat dari rating, asumsi itu sungguh bertolak belakang dengan hasilnya, hanya satu digit. Sedangkan sinetron remaja yang bergelimang wajah cantik dan ganteng bisa mengantongi dua digit.

Menurut data SCTV, Rumah Kardus tak masuk dalam 10 sinetron teratas yang ditonton pemirsa SCTV. Lima sinetron SCTV yang paling banyak ditonton pemirsa adalah sinetron remaja dengan wajah pemeran dan kehidupan yang menawan, tak kekurangan uang. Sebut misalnya Jangan Berhenti Mencintaiku, Ada Apa Denganmu, dan Disini Ada Setan.

Nasib yang dialami Rumah Kardus kini tampaknya tak berbeda dengan sinetron Keluarga Cemara Kembali ke Asal yang pernah ditayangkan TV7. Hal sama terjadi pada film cerita televisi terbaik peraih Vidia pada Festival Film Indonesia 2004, Sendal Bolong untuk Hamdhani yang ditayangkan SCTV.

Sendal Bolong untuk Hamdhani ide ceritanya berdasarkan kisah nyata seorang buruh yang masuk bui gara-gara memakai sandal bolong di tempat kerja. Sandal bolong hanyalah "kambing hitam", namun yang meresahkan penguasa justru keberanian Hamdhani mengajak teman-teman buruhnya menuntut hak mereka.

Sama dengan Rumah Kardus, kisah dan kemasan Sendal Bolong untuk Hamdhani juga realistis, tak jauh berbeda dengan kenyataan sehari-hari di negeri ini. Orang dengan mudah tersulut pada urusan keutuhan kesatuan Indonesia lewat Ambalat, namun nasib kaum terpinggirkan yang berada di depan mata seperti yang ditampilkan Sendal Bolong untuk Hamdhani dan Rumah Kardus misalnya, tidaklah "semeriah" Ambalat.

TIDAK tertariknya pemirsa secara umum pada tontonan alternatif tersebut bukan hal baru. Bisa dikatakan tak ada perubahan pada selera pemirsa- kalau melihat hasil rating-suka hal-hal yang gemebyar, semua serba cantik, indah, dan mudah dicapai.

Sentot Sahid, produser Rumah Kardus, mengatakan, mereka sengaja menampilkan kisah yang merupakan "tamparan" dari dunia hiburan yang penuh mimpi. Ini memang tontonan alternatif bagi pemirsa.

"Saya memilih latar belakang kehidupan di rumah kardus karena tak mau tanggung-tanggung. Di sini pesan yang ingin disampaikan langsung terlihat. Makanya, saya membuat yang ekstrem sekalian, kehidupan orang bawah yang hidupnya terpojok di pinggiran. Tetapi mereka toh mesti survive. Di sini ada message yang universal, bisa terjadi pada siapa pun," ujarnya.

Sedangkan Raam Punjabi, produser Sendal Bolong untuk Hamdhani, menyebutkan film itu dibuat untuk memberi alternatif yang diharapkan bisa menyentuh nurani pemirsa. "Kami ingin menampilkan betapa keadilan dan hukum itu sangat tidak berpihak kepada orang kecil. Seharusnya kita tersentuh dengan hal itu," ucap Raam yang juga banyak menghasilkan sinetron dengan tema cerita "impian".

Diakuinya, kesediaan SCTV menayangkan Sendal Bolong untuk Hamdhani sudah membuatnya terhibur meski tak mampu mendongkrak rating. "Kalau kita mau adu argumentasi dengan pengelola stasiun televisi, tak ada habis-habisnya. Saya sudah membawa Sendal Bolong untuk Hamdhani ke beberapa stasiun televisi lainnya, dan mereka tidak bersedia," cetus Raam.

Budi Darmawan, Manajer Humas SCTV, menambahkan, baik Sendal Bolong untuk Hamdhani maupun Rumah Kardus mengandung muatan moral cerita yang pantas untuk ditonton. "Di atas kertas seharusnya pemirsa menyukainya karena cerita yang ditampilkan adalah kenyataan hidup sehari-hari, hal yang dekat dengan kehidupan kita. Akting dan kemasannya pun tidak jelek," katanya.

Lalu, mengapa sebagian besar pemirsa masih "alergi" terhadap tontonan yang menampilkan kenyataan hidup kita?

Budi menyebutkan salah satunya karena kurang "bunga-bunga", alias kehidupan orang miskin itu dieksploitasi sedemikian rupa sehingga tak sedikit pun muncul hal yang optimistis. Sebenarnya sama dengan sinetron pembawa mimpi, seperti karakter orang kaya nyaris selalu identik dengan kesombongan, sedang orang miskin harus menderita terus-menerus, selalu merasa kekurangan lahir batin.

Bagaimanapun, pemirsa berharap mendapat hiburan dari televisi. Hiburan itu bisa diperoleh antara lain lewat memandangi wajah cantik dan ganteng, serta cerita yang mengandung optimisme. Apalagi dalam Rumah Kardus misalnya, masih ada sosok sang Paman, lelaki tua yang suka bercerita tentang perannya dalam masa perang. Maka, kesan menggurui tak terelakkan.

Padahal, seperti kata Raam, pemirsa paling tidak suka kalau digurui. Mereka adalah guru dan penilai itu sendiri. Salah satu "resep" suksesnya adalah memberi pesan pada pemirsa, namun tidak frontal. "Hal yang penting bagi pemirsa adalah apakah karakter-karakter dalam sinetron itu pas, sesuai dengan imajinasi mereka, dan cerita yang benar-benar menghibur," tutur Raam yang antara lain memproduksi Si Cecep, Julia Jadi Anak Gedongan, dan Gadis Korek Api yang akan tayang mulai tanggal 16 Maret nanti.

Pada tontonan seperti Sendal Bolong untuk Hamdhani, realitas hidup yang ditampilkan memang membuat sebagian pemirsa tersentuh. Namun, mayoritas pemirsa pencari hiburan tak meliriknya. Realitas hidup tidak dianggap sebagai hiburan. Dunia hiburan televisi itu adalah bagaimana meyakinkan pemirsa, bukan yang melulu menampilkan realitas hidup. (DHF/CP)

TV News in a Postmodern World
2005: A Year of Trouble for Broadcasters

2005 will be the most important and difficult year in the history of local broadcasting, and by year's end, the landscape could well be littered with the corpses of those who hung on too long. The industry faces significant fiscal challenges and accelerating changes in viewer preferences and behaviors, things it is ill-prepared to handle, much less turn into profit. Absent some economic miracle or very smart and quick action, it will be a year of deep darkness and trouble for broadcasting and the people who work in it.

The networks face problems similar to local broadcasters, but they're part of conglomerates now, so the impact is somewhat shielded. That's not the case for local broadcast companies, whose basic source of revenue is the local community.

A given is an assumption that is taken for granted. A serious examination of events and trends over the past couple of years reveals there are five important givens that all decision-makers must accept as we look to the new year:

  • The audience isn't coming back.
  • Disruptive technologies will continue to empower viewers.
  • Our brands mean less with each passing year.
  • Reinventing ourselves isn't a choice.
  • There are ways to make money beyond on-air advertising.

Of all the challenges facing broadcasters, none is greater than ignorance born of denial. Locked into old formulas and business models, the industry hasn't paid enough attention to teaching and training itself and its employees about what's been happening in the media world around them. The challenges faced by media companies — especially broadcasters — have been bubbling and brewing for years, but few have had the courage to act on them.

Remember the missing young men from the fall of 2003? Go back and read the reaction from network "experts," like NBC's head of research, Alan Wurtzel, "I do think we'll find out there was something wrong in the (Nielsen) methodology." Fortunately, this kind of shocking denial has slipped into the shadows, but ignorance about the realities of a New Media world continues unabated.

In 2005, local broadcasters will travel down one of two roads. Those who insist on short-term returns will explore options like mergers, joint operating agreements, duopoly solutions (legal or otherwise) and anything else to cut the expense side of the ledger. James Marsh, the broadcast stock analyst for S.G. Cowen, predicts problems ahead.

The first will be operational, as tough year-over-year comparisons (Olympics/political ad spending) will slow revenue and EBITDA (earnings before interest, taxes, depreciation, and amortization) growth in 2005. Secondly, I think the TV stocks could suffer in 2005 as investors deal with lower growth and due to the higher risk related to DVRs. We believe long-term growth rates for TV Broadcasters could be cut in half over the next five years as DVR penetration increases.

Others will look to the revenue side for profits, and that will include options beyond television advertising. These companies — and they will be in the minority — will shift their emphasis to New Media opportunities, and their stock prices will go up, because investors understand the shifts taking place in the media world better than broadcasters do.

As a part of the shakeout, here are ten media predictions for 2005 that will surely come to pass:

  1. Bottom line pressures on broadcasters will cost people jobs. Increased layoffs, mergers, and creative ways of doing local news will all result in more former TV news people ending up on-the-street. Many others will quit the industry and find employment entirely unrelated to broadcasting in order to support their families. The effect of industry economics on the people who work in television is the most underreported media story to date.
  2. Newspapers will increasingly get into local television via the Web — opening the door for potential jobs for current TV news people. This trend has just begun, but it will accelerate during 2005 as newspapers capitalize on the revenue opportunities offered by online video advertising. The Associated Press will be providing more video feeds for its print members, and papers will put people on staff to shoot video of local news events. This will cut away at the core competency of television stations in the market. Look for more papers to begin providing actual TV newscasts online in 2005.
  3. Advertisers will continue to abandon broadcasting for the greener (and more reliable) pastures of the Internet. Viral, word-of-mouth marketing will continue to grow, as consumers and their friends are increasingly enabled to make purchases based on recommendations from each other rather than what Madison Avenue tells them. Mass marketing will continue to erode and marketing as conversation will continue to grow. There's no time like the present to get onboard The Cluetrain.

  4. Media attention about blogging will shift to the local level and for good reason. Citizens Media will explode in the form of aggregated local blogs and blogging. Using Greensboro, North Carolina as a model, communities will find an energy and a sense of involvement that's been missing in our mass-marketing world.

    Citizen journalists will tighten their noose around the necks of institutional America — including politics and government — because they will continue to defy the Modernist "rules" of engagement. This will produce a more involved electorate (in some communities) than the country has seen in over a century. Local video bloggers will also begin to make their mark.

  5. Universities will begin to abandon the idea of broadcast journalism as a degree option and steer young people to the multimedia skillset required for local journalists of the future. While many universities have begun teaching multimedia journalism, the broadcast journalism degree remains (probably because people will still pay for it). This will change, as counselors begin moving people to multimedia and video journalism degrees rather than broadcasting. The media industry will demand it.
  6. Independent videojournalists (VJs) will begin operating in local communities — selling their material to the highest bidder(s). Stations will buy their material, because it's cheaper than maintaining staff. Stations will also begin adopting the VJ concept for their own staffs, initially for cost savings but ultimately because technology has reduced the need for two-person crews.

    Sony and other camera manufacturers are already producing "broadcast versions" of the PD-170 camera used by most VJs, primarily so they can charge more money. Watch for more cameras that record directly onto DVDs or other portable digital sources that don't require "loading" into computers for editing.

  7. Al Gore's TV news idea will finally launch to tepid reviews, but it will build a solid foundation for the future. His use of VJs will break the traditional reporter/photographer mold, and that will get more attention than his politics.
  8. The anchor role at local stations will continue to diminish, as more people turn to the Internet for news. Stations will offer text and video news options to Internet users and begin experimenting with video content created specifically for the Web. In either case, an "anchor" to read copy is irrelevant, and this will lead to a greater emphasis on reporters and VJs.

    Stations will also see the economic value of using reporters to narrate stories rather than paying exorbitant salaries to cosmetically-gifted people who can read a teleprompter.

  9. We'll see an increase in Web publishers shielding their material with JavaScript and other technologies to prevent right-clicking (for copying) or to intercept what they view as unauthorized outside links to their content. This is a very complex issue. It will be presented by consultants as a way to protect their product and profit, but they'll ultimately find that they've built a wall around themselves in a culture that is increasingly open. This war against Internet users is foolish and ultimately self-destructive, because it does nothing except drive customers elsewhere. Moreover, any browser can disable JavaScript functionality, so at best, it's merely an annoyance.
  10. As consumers demand more and more portability in their media, local media companies will have to respond. The Telcos are pushing huge dollars into video delivery, and the creation and distribution of mobile content will become a significant resource demand, beginning in the coming year.

    Podcasting will continue to develop, and stations will begin providing video podcasts for users who want to take their newscast with them.

These 10 prophecies are only the most obvious, for our world is changing more rapidly than we can possibly imagine. Most of these changes revolve around the Postmodern empowerment of the individual, and 2005 would be a good year for general managers and station owners to shift their thinking from revenue to consumers.

Many a local television station general manager has been asked this question while interviewing for a job:

Are we in business to serve the community or to make money?

Those who've favored the latter are the ones who've gotten the jobs in the past, which is why most GM's came up through sales. That's going to have to change for stations to make it downstream, because what good does it do to emphasize revenue, if your audience has abandoned you entirely? An old axiom is apropos: feed the sheep and they'll always give you wool. TV stations in the U.S. are so far removed from the sheep these days that they don't even know what kind of food they like.

If you are in the local news and information business, ask yourself this: where and how are people in your community meeting their information needs? THAT is where you need to be. It's the only way to maintain or grow market share. Stop spending your money on silly personality research about anchors, and start paying attention to what your audience is telling you. Talk to and LISTEN to those who used to be your audience. Where have they gone and how can you best meet their needs?

Time is a significant enemy in reinventing yourself. By the end of the coming year, stations who haven't adapted to market changes will find it's too late to do so. That's because at least one station (or newspaper) in each market will seize the opportunity and move forward, which will put the others in an impossible competitive position. Few stations cume the mass market necessary to do "turn-arounds" the way they used to be done, and the results will not be pretty.

2005 will be a watershed year in the lives of local media companies. Where will yours be?

Political Divisions Persist After Election

Nation Unsure, Hopeful About Bush, Poll Finds

President Bush will begin his second term in office without a clear mandate to lead the nation, with strong disapproval of his policies in Iraq and with the public both hopeful and dubious about his leadership on the issues that will dominate his agenda, according to a Washington Post-ABC News poll.

On the eve of Thursday's presidential inaugural ceremonies, the survey found few signs that the country has begun to come together since Bush defeated Sen. John F. Kerry (D-Mass.) two months ago. The president has claimed a mandate from the election, but the poll found as much division today as four years ago over the question of whether Bush or Democrats in Congress should set the direction for the country.

Fewer than half of those interviewed -- 45 percent -- said they preferred that the country go in the direction that Bush wanted to lead it, whereas 39 percent said Democrats should lead the way. During the first months of his presidency, after the bitterly disputed 2000 election, Americans said they preferred Bush to take the lead by 46 percent to 36 percent.

But the public also wants cooperation from the Democrats. At a time when Democratic leaders are preparing to challenge many of Bush's major initiatives, nearly seven in 10 Americans agree that Bush's victory means that congressional Democrats should compromise with him -- even if it means compromising on their party's principles. Only one in four said Democrats must not compromise on things they find objectionable, even if it means less gets accomplished.

Looking ahead, a majority of Americans -- 55 percent -- said they expect Bush to do a better job as president in the next four years than he did during his first term. That is about equal to the proportion in January 1997 that expected President Bill Clinton's second term to be better than his first.

On Social Security, the poll offered mixed findings that underscore the enormous challenge facing Bush at the start of what both parties see as the most significant legislative battle of the second term.

Those surveyed gave Bush negative marks -- 38 percent approval vs. 55 percent disapproval -- for his handling of the Social Security issue, and three in five said the system will not have enough money to pay benefits by the time they retire. But by 54 percent to 41 percent, the public supported a plan that would include a reduction in the rate of growth of guaranteed benefits and private savings accounts financed with a portion of payroll taxes. A proposal with those elements is under consideration by the Bush administration.

Other polls have shown sizable opposition when the Bush plan is described as cutting future benefits, and the varying results among surveys suggest that the communications battle to frame the problem and the solutions may prove crucial to the outcome, as was the case in the fight over Clinton's health care plan in 1993 and 1994 and the battle to reduce the rate of growth in Medicare spending, which cost Republicans after they won control of Congress in 1994.

But Iraq and terrorism, more than Social Security, are the issues the public wants Bush to concentrate on in his second term. The poll found that Americans rank Iraq and the war on terrorism as the top priorities for Bush and Congress. More than six in 10 Americans rate the situation in Iraq as the highest priority for Bush and Congress in the coming year, and more than half say the war on terrorism also must be a top priority.

No other issue, including the economy, education, health care and Social Security, is viewed by a majority of the public as equally pressing.

Bush said in an interview last week with The Washington Post that the 2004 election was a moment of accountability for the decisions he has made in Iraq, but the poll found that 58 percent disapprove of his handling of the situation to 40 percent who approve, and 44 percent said the war was worth fighting.

The survey also found that, although Americans overwhelmingly oppose delaying the upcoming elections in Iraq, scheduled for Jan. 30, they are pessimistic that the vote will produce a stable government. Nearly six in 10 said it will not bring a stable government, but 57 percent said they see the elections as a step to the day that U.S. troops can be withdrawn from the country.

The president's overall job approval rating stands at 52 percent, up slightly in the past month. Of all presidents in the postwar era who won reelection, only Richard M. Nixon had a lower job approval rating at the start of his second term. The other chief executives began their second term with job ratings of 60 percent or higher.

A majority of Americans express disapproval of Bush on other key measures of presidential performance. A slight majority -- 52 percent -- disapprove of the way Bush is handling the economy, and half or more also are dissatisfied with the way Bush has dealt with the budget deficit (58 percent disapprove), immigration (54 percent) and health care (51 percent).

Bush gets higher marks on the key issue of terrorism, where a 61 percent majority approve of the job he is doing, up eight points in the past month. And 56 percent expressed satisfaction with his education policies. The public is divided on the president's handling of environmental issues, foreign affairs and taxes.

Expectations are high for Bush as he begins his second term. Seven in 10 say they expect him to make major progress against terrorism. Smaller majorities also expect the president to move forward on the economy, Iraq, education, limiting medical and class-action lawsuits, and taxes.

But on other issues, the public is more pessimistic. Slightly fewer than half said they expect Bush to make substantial progress on Social Security (46 percent) and health care (48 percent). And even fewer expect major successes by Bush on such issues as the environment (32 percent), the deficit (35 percent) and immigration (39 percent).

The complex political challenges facing Bush and congressional Democrats can be seen in public attitudes on two issues that are emerging as the cornerstones of Bush's domestic agenda: Social Security and limiting medical malpractice and class-action lawsuits.

Overall, the public expresses more confidence in Democrats in Congress (50 percent) than in the Bush administration (37 percent) to deal with problems in the Social Security system. But another picture emerges when the public is asked to evaluate specific reform proposals under consideration by the Bush administration.

Americans divide equally over Bush's proposal to index Social Security benefits for future retirees to increases in the cost of living rather than to wage growth as is now the case, a change that would effectively mean benefits would be lower than currently projected. A clear majority of Americans -- 55 percent -- support the president's proposal to allow younger workers to put some of their Social Security savings into stocks or bonds. When packaged together, the two components draw the support of 54 percent of those surveyed.

The survey suggests that Democratic leaders may be out of step with their rank and file on the severity of the problems facing Social Security. Those leaders are attempting to thwart Bush's plans by saying there is no immediate crisis. But two-thirds of all Democrats said they worry that there is not enough money to keep Social Security funded until they retire.

The public is pessimistic about reducing partisanship in Bush's second term. Two in three Americans say Bush will not make progress on that front, but the subject ranks low on the public's list of second-term priorities.

A total of 1,007 randomly selected adults were interviewed Jan. 12 to 16 for this survey. Margin of sampling error for the overall results is plus or minus three percentage points.
